There is a useful metaphor for decision-making and delegation of authority using a tree.
Decisions that are root decisions are for board / exec to make. Tree decisions Exec and management, but branch, twig and leaf decisions can be taken at the front line / by lesser paid staff, by contractors etc.
It’s also important to clarify what decisions are where. Most of the clients I work with seem to feel like all decisions are trunk or root.
